TLC pitches $250m public-private healthcare precinct at Rosebud Hospital

TLC Healthcare has unveiled plans for a $250m integrated healthcare precinct at the Rosebud Hospital site.

The proposal was announced this week and would see the existing public hospital rebuilt as part of a large public-private partnership incorporating a new public hospital, private day surgery, aged care, childcare, staff accommodation, allied health services and community facilities.

TLC chief executive officer and managing director Lou Pascuzzi said the organisation was prepared to commit “circa $250m” to the project if an amicable agreement could be reached with the Victorian government.

“Our vision for Rosebud is fundamentally humanistic, not politically mechanistic,” said Pascuzzi.

“The Australian healthcare system finds itself in a constant state of desperate survival, as policy over many decades has been driven by the ‘next election cycle’ rather than patient needs.”

Under the proposal, the redeveloped Bayside Health Public Hospital would include an urgent care centre, 37-bed medical and surgical inpatient unit, 30-bed sub-acute ward, two surgical theatres, 14 dialysis chairs, and nine day-medical chairs.

The wider precinct would feature a private day surgery with three theatres and 10 overnight beds, a 180 suite aged care, a medical centre with six GP suites, childcare centre, training academy, a health club and aquatic centre, as well as community spaces.

“We have completed the research, we know the definitive lack of services in this 25- kilometre radial catchment, and we have designed a precinct that addresses these exact needs in a sustainable manner,” said Pascuzzi.

“This is about delivering a holistic, world-class healthcare ecosystem that prioritises the dignity, health, and social well-being of the Mornington Peninsula community.”

TLC said the precinct would mirror the scale and development of several of their healthcare developments already underway, including projects in Black Rock, Ivanhoe, Noble Park, and Hallam.

The proposal comes after healthcare infrastructure emerged as a major political issue during the recent Nepean by-election. One Nation advocated for a public-private partnership model, while Liberals pledged a government funded $340m rebuild of Rosebud Hospital if elected in November.

Asked about TLC’s proposal, the Member for nepean, Anthony Marsh, told The News: “I’m aware of TLC Healthcare’s high-level proposal regarding the future redevelopment of Rosebud Hospital and healthcare services on the southern Peninsula”.

“Rosebud Hospital is incredibly important to our community, and any future redevelopment, whether government-led or involving a public-private partnership, would need to go through the appropriate planning and assessment processes.

“I look forward to learning more about TLC’s proposal and how it may help inform the delivery of our commitment to rebuild Rosebud Hospital should the Liberals form government in November.

“Most importantly, any redevelopment or expansion would need to be carefully staged to ensure continuity of healthcare services for local residents throughout the process.”

The announcement is likely to fuel discussion over whether Rosebud Hospital’s future should be delivered through public infrastructure funding or through a partnership with private healthcare operators.
